It seems all maintainers here (including me) are in agreement that we
are going to keep /etc/puppet, to distinguish Debian-managed packages
from upstream packages. Upstream has a radically different approach to
our packaging, and it might even make sense to have both packages
installed at once (e.g. puppetserver 7 is not in Debian right now) and
this will be a precious hack to avoid conflicts with upstream packages.

So I am closing this bug report, sorry if this is causing confusion to
our users, but the real solution to this problem is for upstream to
start helping the Debian community maintain those packages, so that we
can converge over sane packaging practices on both sides.
