I think that's fine in unstable, as I don't think we should ship
puppet-master 5 in bookworm anyway.
Has the agent in experimental been tested though? Does it run fine
against the upstream puppetserver 6/7? If not, maybe it shouldn't hit
unstable right now and stay in experimental until it does.
