Servicios digitales: eficacia vs eficiencia Todos los gobiernos se preocupan por digitalizar sus tr?mites y servicios. El foco principal es hacerlos m?s eficientes: que sean m?s r?pidos. Pero la eficacia no es menos importante. La capacidad de hacerlos previsibles, tanto en los requisitos como en el proceso y la duraci?n. Pensemos en un pa?s donde el proceso jubilatorio dura tres meses. Muchos dir?n, y con raz?n, que se trata de un per?odo muy largo. Otros dir?n que los expedientes de jubilaci?n duermen el 99% del tiempo en una bandeja de entrada, sea f?sica o digital, y que por tanto se podr?a acortar radicalmente. Y tambi?n tienen raz?n. Es precisamente porque tienen raz?n que un partido pol?tico tras otro en todos los pa?ses del mundo proclama en su campa?a electoral que va a reducir el tiempo de los tr?mites, y as? va eliminar la burocracia, las colas y otros derivados negativos de la ineficiencia. Cuando llegan al gobierno se encuentran con ?El Estado?. Alguien me dijo una vez que el Estado es como una gran bola de masa: t? le pegas con fuerza y se hunde r?pidamente, lo que te da alegr?a y orgullo. Pero lentamente se recupera del golpe hasta que vuelve a su lugar. Algo as? como una almohada viscoel?stica gigante. Cuando se miran con calma los procesos de los pa?ses que han conseguido derrotar esta inercia, ganarle al retorno paciente de la gran bola de masa, queda claro que la estrategia central no fue la arremetida contra la ineficiencia basada en la rebaja de los plazos y las demoras innecesarias.Eficacia El esfuerzo y la inversi?n que implica para un Estado llevar el proceso jubilatorio de tres meses a dos, por ejemplo, es enorme, en muchos casos tit?nico (remember the ?gran bola de masa?). Y sin embargo, para el ciudadano la ventaja de jubilarse en dos meses en vez de tres no es significativa, al menos comparada con ese esfuerzo. Este es un razonamiento dif?cil de ver para quienes est?n inmersos en la tarea de bajar los plazos: trabajan tanto, pelean contra tantas dificultades, se esfuerzan tanto que les resulta extremadamente dif?cil pensar que al otro lado del mostrador la percepci?n de beneficio es peque?a. Mucho menos costoso es hacerlos eficaces: ajustar los requisitos para que siempre sean los mismos, en todos los canales y en todo el territorio nacional. Hacer que el proceso sea siempre el mismo, independientemente de c?mo y donde comienza el tr?mite. Y por sobre todas las cosas, describirlo con simplicidad y precisi?n, para que el ciudadano lo entienda. Desde el punto de vista del ciudadano, saber exactamente qu? va a suceder, que se requiere de ?l o ella, cu?nto va a demorar y cu?nto va a tener que pagar por el tr?mite es un beneficio sustantivo, y percibido como muy positivo. El ?ptimo es poder decirle: ?se?ora, su jubilaci?n va a estar pronta el tres de agosto a las 16:42. Cuando le llegue el aviso, puede poner en hora su reloj?.Equilibrio Cumplir el objetivo de eficacia no solo es menos costoso y m?s r?pido que bajar los tiempos, es un requisito imprescindible para mejorar la eficiencia. En la medida en que los tr?mites y servicios no son previsibles, el trabajo de hacerlos m?s r?pidos y sencillos es como esculpir gelatina. La eficacia y la previsibilidad producen procesos uniformes, sobre los que comienza a ser posible trabajar sin fugas, sin ?reas del Estado que encuentran un vericueto legal para hacer las cosas distinto, o que lisa y llanamente no ponen en pr?ctica las resoluciones, los decretos y las leyes. Nadie se sorprende si despu?s de una d?cada de vigencia de la firma digital, un organismo p?blico o una empresa privada devuelve un documento firmado digitalmente y solicita una foto de un papel con firma hol?grafa. Es un ejemplo omnipresente, que pone ante nuestros ojos c?mo se escapa la eficiencia por entre los dedos que quieren asir los procesos. Transparencia La mejor receta para impedir que la bola de masa vuelva a su lugar, convirti?ndose en pilar de apoyo de los procesos de mejora tanto de la eficacia como de la eficiencia es la transparencia: hacer todo a la luz del d?a, visible para los ciudadanos. No estamos hablando de comunicaci?n, que tambi?n es necesaria, sino de transparencia. En primer lugar, disponer de un portal centralizado de buena calidad, donde figuren en lenguaje sencillo las caracter?sticas de todos y cada uno de los tr?mites, sus requisitos, sus costos, su proceso y el tiempo real que demora en cada caso. Las distintas variantes dependiendo de los casos, y las condiciones para que la solicitud sea aceptada o rechazada. Debe contar tambi?n con el acceso directo a todas las reglamentaciones y normativas que regulan el tr?mite. En Uruguay, por ley los requisitos que figuran en el portal de tr?mites son los ?nicos que se pueden exigir a un ciudadano. En segundo lugar, mostrar proactivamente c?mo funciona el Estado: mostrar cu?ndo fue actualizada la informaci?n, cu?nto demoran los tr?mites en cada oficina, c?mo fueron los resultados de cada proceso. Mostrar de forma transparente las quejas, los reclamos y sus soluciones. Ser el repositorio de la conversaci?n p?blica sobre la calidad de los servicios. Mejorar los tr?mites y servicios p?blicos es hoy una tarea centenaria, sin que por ello resulte m?s f?cil.
