I'm really not sure about the systemd state stuff, though if you have 
suggestions on what to write in the preinst / postinst of puppet server, 
let us know.

Not only Java, but Clojure too (which uses the JVM). It was kind of a 
nightmare to package, if you didn't know: dozens of weirdo clojure, java 
and Ruby dependencies to package (I suppose you saw the dependency chain 
when installing?).

Please do share. Maybe we can set your configuration tweak as the 
default on next upload...
