I don't remember ever seeing anything that removed old reports (or 
anything in vardir, for that matter) shipped by the upstream Puppetlabs 
packages.

I just had a look into the Puppetserver 8.8.1 package, and this still 
holds true.

The documentation is also silent about managing the accumulation of 
reports, and a web search suggests, from results on stack overflow and 
mailing lists, that users (me included!) have always been managing this 
with their own cron jobs since the Puppet Master days.
