So, I do not seem to be able to reproduce this bug any more. I am totally
confused as to what on Earth is going on. I could swear it didn't work
until I added the patch to deb822.py, and upon testing with different
conditions many times, it appears to work. However, the same code run by
someone else seems intermittent, so perhaps I am being lucky.

Agreed. I was not aware of this PEP.

So, this unicode issue I am experiencing appears to be intermittent, and
unreproducible. Feel free to close this bug.
