python-debian, wrap-and-sort, paragraphs separators and comments

As a plan, this looks good to me: as a default, I'd favor correctness
over speed anytime. If one is ready to sacrifice correctness for speed,
asking to do so explicitly sounds reasonable.  Of course, this change
will warrant a NEWS.Debian entry.
