Licensing for test_deb822.py

Hi Dato,

Long ago, we relicensed deb822 from GPL-2 to GPL-2+ [1].  We missed
updating the comment in test_deb822.py.  Re-reading that thread, I think
you intended for test_deb822.py to be relicensed as well, but I'd like
to make sure before updating the file.
