Bug#782904: python-debian test failures with gnupg-2.1.3

When running tests with gnupg-2.1.3 installed, I get several failures.

Tests were run with python-2.7.9 and python-3.4.3 on Gentoo Linux. I
am a maintainer of this package for Gentoo.
