Bug#782904: python-debian test failures with gnupg-2.1.3

The test suite failures reported in this bug still exist with gpgv 2.1.14-3 
from experimental.

Once gpgv is provided by gnupg2, this will cause a FTBFS; since this is now 
imminent [0], raising the severity seems appropriate.
