Consequence of `tag2upload` not supporting NEW uploads and I forgot to 
use the relevant runes to make my `dpkg-buildpackage` emulate the 
`.gitignore` file. Apologies for the noise.

I have reuploaded with the relevant `--tar-ignore` runes to make the 
delta match the changelog. The diffstat is now:

  debian/changelog |   11 ++++++
  2 files changed, 12 insertions(+), 137 deletions(-)
