It was up-to-date sid and forky chroots at that point.

To trigger, I would think you'd need a source package that lists
kfreebsd-amd64 in the Package-List. But there are plenty of these at
the moment in forky and I can't trigger it now. :(

Since my original problem with postgresql-hll is fixed (I removed the
explicit architecture list), feel free to close the bug if you think
there is nothing to fix.
