Bug#636944: libparrot-dev: should Depends on libffi-dev on i386

Hi,

on i386 parrot_config has has_libffi => '1', but libparrot-dev does not 
Depends on libffi-dev, causing rakudo to FTBS on i386

    /usr/include/parrot/3.6.0/parrot/parrot.h:89:19: fatal error: ffi.h: No such file or directory
    compilation terminated.

Full build log at [0]. Could you please add "libffi-dev [i386]" to 
libparrot-dev Depends field or disable ffi support on i386?
