nqp ready to go

Hi,

the nqp packages is now in shape and ready to be uploaded (I will do this soon).

I've decided to keep the embedded libraries for now because upstream said they
carry some custom patches (they are working to get them upstream). Also, dyncall
does not seem to be inteneded to be used as a shared library (its upstream does
not support building it as such).

Rakudo looks good too, and will be uploaded soon after nqp enters the archive.

Just a note about nqp. It seems that each time nqp is rebuilt, rakudo needs to
be rebuilt as well (even with the same source version). Therefore we will need
to synchronize uploads for both any time nqp is updated and add Breaks as
well from the future versions (which IMO will be way easier to do than
synchronizing with parrot uplaods, since nqp and rakudo are synchronized
upstream too).
