nqp, rakudo 2012.10

Hi,

I just uploaded nqp 2012.10 following parrot 4.6.0 though it's currently FTBFS
on a number on architectures. I'll look into them and upload rakudo tomorrow.

The only significant change packaging-wise is the drop of the 0.1~ prefix that
was requested by one of the upstream developers with the rationale that their
versioning scheme won't change (i.e. there won't be a "1.0" release).

One thing I noticed in rakudo is that it builds much faster now, which should
probably fix the build failure on mipsel casued by buildd timeouts.
