New MoarVM release and maintainer field

Hello,

There is a new MoarVM release for April.

As the previous upload is on the new queue, I wonder if we should upload
a new version.

I made a commit to set the maintainer to the team, like for nqp and
rakudo, I hope it's correct.

Everything is on a dedicated branch[1] for review.

It build locally in a schroot and lintian is as happy as previously ;-)
