Yup, there is [1]:

$ perl -I /home/domi/perlDev/config-model/lib/ -S cme fix dpkg-copyright
Using Dpkg::Copyright
Fixing dpkg-copyright configuration...

Changes applied to dpkg-copyright configuration:
- License:Expat text: removed redundant initial value

Tested on your repo before you fixed manually the redundancy...
