Bug#883599: moarvm-dev: missing dependencies on -dev packages

Hi,

Including /usr/include/moar/moar.h requires these packages to be
installed (in addition to the existing dependencies):
 libatomic-ops-dev
 libtommath-dev
 libuv1-dev

These should be listed as dependencies of the moarvm-dev package.

I've put the severity at important instead of serious (as would usually
be the case) because the moar.h header seems to require some special
handling anyway (you have to define HAVE_LIBFFI for instance).
