nqp packaging may be blocked due to missing sources

I spoke with upstream about this issue.

Here is some IRC logs:

<pmurias> nebuchadnezzar: that file is a autogenerated one, I plan on
          removing autogenerated files from the repo but I didn't get
          round to it yet

<pmurias> nebuchadnezzar: if you don't package the JS backend you can
          remove everything in src/vm/js :)

So, we may just exclude it in debian/copyright until upstream generate
the file instead of providing the generated one in source.
