How can I help keep the Perl 6 "rakudo" package updated?

This is quite old. Older that the rakudo version available on Debian/stable. 
Looks like you're running on Ubuntu Xenial. 

Bionic has rakudo 2018.03. 

Debian/unstable and Ubuntu/Cosmic have the latest version.

May be you should upgrade Ubuntu to either the latest release of the 
development version (like I run Debian/unstable).

This way you would get the latest version.

Yes, we still have a lot of work to provide Perl6 modules in Debian package. 
All work done for Debian is propagated to Ubuntu.
