Have you built it with the root user? The build would pass.
Try to switch to a normal user and it would FTBFS.

If I build this package with root, the resulting package doesn't work correctly:

root at ossbox-lumin ~/D/rakudo# perl6
Unhandled exception: While looking for
'/usr/share/perl6/runtime/perl6.moarvm': no such file or directory

I'm recently too busy to dig into these issues.

Yes, that is the correct order, as implied by the verioned B-Ds.
