The tracker was set up as requested in #1002692. I'm unaware whether the
pre-compilation experiments left the experimentation stage.

All affected packages build architecture independent packages, hence
rebuilds for the new API need source uploads. So the tracker can only
serve as guidance for the rakudo maintainers to perform these uploads.
