I'm not sure I got correctly the content of your email, since I'm not really aware of what rakudo is.
To me the package looks not binNMU safe, then RC buggy, then it should be out of testing
until we get a fix for this issue.
Is this the case?

Timo, I think Gianfranco is not subscribed to pkg-rakudo-devel at alioth-lists.debian.net, so he probably did not receive your mail (see [1] for the whole mail).
Gianfranco has uploaded nqp in DELAYED/15, which is a waiting queue.
15 means that this package won't be uploaded for 15 days (well, 13 now).
Is this acceptable to you ?
Or do you prefer for this upload to be canceled ?
