Name of raku-tap-harness

This would require, first to rename binary package:
- change binary package in control
- add new fields in control file to provide/replace raku-tap-harness
- going through NEW queue to submit new binary package

To rename the source package:
- change control file
- rename salsa repo
- log a bug to require removal of raku-tap-harness pacakge

later on:
- modify all control files that depends on old package to depend on the new one
- and, after 2 stable releases,  remove the provide/replace

I feel it's more trouble than it's worth.
