Because the SD card is really slow (it used to be single-digit MB/s, but
nowadays it’s 10-20 MB/s IIRC) and can easily die from too much wear and
tear.
Hence, swapping on the SD card is usually more harmful than useful.
If you want to use swap, it should be easy to resize the root partition and
create a swap partition yourself.
