Bug#1090692: remote-login-config-agent: update python building rules

Control: tags -1 -trixie

The immediate issue was fixed with remote-logon-config-agent 0.10-2
which sets the buildsystem to pybuild.

However, the general issue described in message 20 of
https://bugs.debian.org/1089715 still applies that this package's
build is not fully using pybuild. Therefore, I'll keep this bug open,
retitled, to reflect the need to update the packaging rules to avoid
the build warning and optimize the build.
