[request-tracker-maintainers] Project State on Alioth

Hello,

sorry to have it occur to me only now in the aftermath, but I'd like to
state separately to you that I closed down the trackers on Alioth
together with all open issues in favour of using the BTS after I met no
opposition to this move when I first tried to discuss that.

Hope that's ok with you (if not, trackers can easily be switched on
again).
