[request-tracker-maintainers] etch uploads of rt3.4 and rt3.6

Hi Toni and others,

I have prepared 

 request-tracker3.6 3.6.1-4

 request-tracker3.4 3.4.5-2

to fix the libcgi-fast dependency issue (#408389). There are a few
documentation fixes thrown in as well.

It would be nice to have these in Etch. Please consider uploading them.

(CCing Toni because he was having some email problems lately.)
