and my apologies for the lack of response to this bug report.

As RT 3.2 is long gone from the Debian archive, this bug has been
reassigned against 3.4. It seems to me that the aforementioned scrip
does the right thing at least in 3.4 and 3.6: it notifies the ticket CCs
but not the CCs of the individual reply. The latter are notified by the
'Notify Other Recipients' scrip.
