[request-tracker-maintainers] 3.6.3-1 ready for upload

Hi Toni and any others,

I finally got round to updating the request-tracker3.6 packaging
for 3.6.3. I think 3.6.3-1 is ready for an upload. No major packaging
changes yet, just bugfixes, fiddling with the various apache-related
dependencies, and support for Apache2 mod_fcgid (a free drop-in 
replacement for mod_fastcgi).

Could you please upload this? My AM report is waiting for Front Desk
approval, but I suppose it's still going to take a while before
I'm through NM...
