[request-tracker-maintainers] RT 3.6.5 ready

Hi again,

RT 3.6.5 was released recently, and I have updated the packaging
on our SVN repository. The only thing I had to do was to increment
the changelog, as the patches still applied fine.

I also created a new branch, branches/experimental, and moved the
debconf/dbconfig-common stuff I've been working on there, so the trunk
now contains the old style packaging again. Both the trunk and the
experimental branch have been updated for 3.6.5 - the experimental
version is currently 3.6.5-1+debconf.

I'm reasonably satisfied with the current experimental code but I'd
be really glad if someone else could test it a bit.  It's really an
improvement, trust me :)

Anyway, please upload at least 3.6.5-1 if it works for you.
