RT allows you to specify the various workflows via "scrips" which allow
you to combine triggers and actions.
eg:
Condition: On Owner Change
Action: Notify AdminCCs
(via Configuration->Queues->your queue->Scrips->New scrip) 
should do what you want.

You probably don't need any modification to RT to do this, so I will
resolve this bug without any change unless you disagree.
BTW, good to hear that the Debian RT instance is now using our packages
