[request-tracker-maintainers] rtfm now being maintained in git

As part of the inclusion of Andrew's good work on updating rtfm, I
have moved that package over to git.debian.org. You can see it here:

I've commited a final change to the svn trunk/ to remind people Of this.

Hopefully this isn't too controversial; Nico certainly expressed approval
of git in general terms a while back and I think he's the only other
vaguely active person in the team at the moment.

I'm now working on preparing the rtfm changes for inclusion into
Debian, so that we can ditch request-tracker3.6 in unstable.

If this works out okay, I'll guess we can think about moving other
packages into git, but for now, please continue to use subversion
for the other team packages.
