[request-tracker-maintainers] Bug#592282: rt3.8-rtfm: Should be packaged as an extension/plugin to allow easily enabling/disabling

I think that, like (for example) rt3.8-extension-emailcompletion, this
package should be installed into (eg)
/usr/share/request-tracker3.8/plugins/RT-RTFM/
so that the user can switch it on and off using the normal plugins
mechanism, and to keep the filesystem a bit more clean.
