I had seen this wiki page, but I think the thing I missed is that
there is already a system of overriding things. As I understand it,
then, I could include override files in the request-tracker3.8
package which altered the dependencies so that apache2 would always
start after mysql-server and postgresql-server. This may end up
being preferable for the immediate fix, since there won't be an 
easy fix which will apply to upstream.

Konstantin, as you already have system running with insserv and
RT, if you are able to play around with this and let me know what's
possible, that'd be great. Otherwise I'll have a look when I have a
spare moment (not sure exactly when that'll be yet).
