[request-tracker-maintainers] Bug#637215: request-tracker4: rt-setup-database has inappropriate hard-coded DBA param

Commit 2370ad8c83696fb51a54adff665c4cf947b44e49
in RT4 added an autoconf'd value to rt-setup-database which isn't
suitable for inclusion into Debian.

The result is that, if unless --skip-create or other options explicitly
setting the database params is used, rt-setup-database will ignore the
RT config file, and use its own hard-coded values for connecting to the
database.
