[request-tracker-maintainers] Bug#674924: Bugfix for TCP resets

3.8.13rc2 was released over the weekend with an additional fix on top of
the first fix in rc1.  The relevant bugfix patch is:

rc2 also includes a small doc fix.  I don't believe the above patch is
in -squeeze2.

The symptoms of the "TCP resets" described are in line with what the
additional patch fixes.
