[request-tracker-maintainers] Tidying up the CVS repository

At the moment, it's not possible to get any web based access to the
old subversion repository hosting request-tracker3.8 code because of
an even older CVS repository (viewvc[1] will only do one of the two[2])

The CVS repository predates my involvement quite considerably. I doubt
that it has any practical use these days given how radically RT has
changed, but it would probably be worth archiving the contents to SVN
before removing the CVS repo. How does that sound?
