[request-tracker-maintainers] Test suite run during package build

Hi all,
I've pushed out [1] which runs the test suite during build time,
something I've wanted to see for ages but which has take a while to get
round to.
Hopefully I'm not alone in seeing the benefits, given we occasionally
patch RT, but I am mentioning this because the test suite slows the
build quite considerably (the best part of an hour for me).
If you don't know about it, you will want to know about
DEB_BUILD_OPTIONS=nocheck
which will skip the tests, which will be useful during development.
If there is consensus to revert that running by default we can do that,
but it's best if we can say that the test suite passed at the time the
package was last built for upload...
