[request-tracker-maintainers] packaging of RT extensions

Most of the time when I package some extension for local use, it consists
solely of .pm and .html files and there is no build process, I just use an
install file to copy them directly from the source to the package dirs. The
Module::Install::RTx system never works quite right, so it's more trouble
than it's worth.
