It works for me on current sid. Could you please supply a full build
log of the failure, if it's still reproducible for you? See below.

Please note the '(ignored)' part. From debian/changelog:

request-tracker4 (4.0.13-1) unstable; urgency=low
[...]
  * Run make testdeps, ignoring errors for now as some dependencies
    aren't needed for the Debian package and aren't packaged

Possibly the situation has improved so that this isn't be necessary
anymore.

I don't see these, it builds successfully with and without starlet
installed (on amd64, both with cowbuilder and sbuild.) The tests pass with

 All tests successful.
 Files=305, Tests=20231, 379 wallclock secs ( 5.09 usr  0.39 sys + 795.34 cusr 44.49 csys = 845.31 CPU)
