8.3 has been gone since squeeze, please upgrade to the current
PostgreSQL version 9.3.

As there are meta packages "postgresql-client" and "postgresql", you
can just Depends/Suggests on these without an alternative on a
concrete version, so you don't have to update the fields in the
future.
