Linking to github is okay, although attaching a patch is probably
better. But can you send to the bug itself rather than the list?

I'm not quite convinced that just adding a dependency on perl-doc
is correct though. Probably rt-setup-database should itself behave
more gracefully if perldoc is missing. It's marginal though.
