[request-tracker-maintainers] Bug#704107: request-tracker4: GPG data stored in /var/cache

GPG data is currently stored in /var/cache/request-tracker4, but this is
wrong; this is not a cache.

I am patching docs/backups.pod in RT 4.0.10 to be Debian specific, and that
should be updated when this bug is fixed.
