Yep, I'm working on packaging 4.2.7 which has the fix, released yesterday.

Thanks for the reminder; I'll get a Breaks added. But it's not
rt4-db-postgresql at fault (that is just a metapackage which pulls
in the right packages) but request-tracker4, so reassigning back.
