[request-tracker-maintainers] Package RT::Extension::CommandByMail

Hi,

If you have something which works, I don't object to that becoming a
part of Debian and maintained by pkg-request-tracker, if you don't
have time to update it now. Indeed the toolchain I am working on is
not quite ready.

However, for team maintained packages we need to have a git repo on
alioth rather than an external service. I think you should already
have access on alioth to do that?
