[request-tracker-maintainers] request-tracker4 is marked for autoremoval from testing

This is a bug in the autoremoval process that packages are being considered
for autoremoval from testing because of an alternative Depends. (#745475).
By definition the package will still be installable and work without
libapache2-mod-fastcgi (which is good, because the latter is non-free).

Inidentally, I don't know why the latter package is blocked from testing:
<https://qa.debian.org/excuses.php?package=libapache-mod-fastcgi> is
a bit perplexing.
