I don't think there is a good solution to this at the moment. rtfm
used to do some quite hacky things to get data into the database, and
I would have got further with the Assets extension if not for the
finessing of getting the schema changes and database content changes
done on install.
Logically speaking dbconfig-common should be involved, because it
provides much of the framework and the user's preference about whether
they want the database to be updated automatically, but I couldn't
see how to start using it from a separate package.
dbconfig-common upstream seems to have become active again in the last
year or so, so it might be worth doing some investigation to see if you
can get what you need out of it and discussing upstream if not.
Do keep this mailing list up to date with your investigations! My focus
is likely to shift to packaging RT 4.4 quite soon.
