I've created alioth repository:
git://anonscm.debian.org/pkg-request-tracker/libmodule-install-rtx-perl.git

master branch tracks upstream master, dpkg branch adds debian/directory.
It should be built as (though not sophisticated way...):
--
apt-get source libmodule-install-rtx-perl (to fetch orig.tar.gz)
git clone & checkout dpkg branch
rm MANIFEST (which is recreated in released tarball)
pdebuild
