[request-tracker-maintainers] Bug#812316: request-tracker4 has circular Depends with rt4-fcgi

Hello Debian Request Tracker Group,

There is a circular dependency between request-tracker4 and rt4-fcgi:

request-tracker4 	:Depends: rt4-standalone (= 4.2.12-5) | rt4-apache2 (= 4.2.12-5) | rt4-fcgi (= 4.2.12-5)
rt4-fcgi 	:Depends: request-tracker4

Circular dependencies are known to cause problems
during upgrade between stable releases, so we should try to avoid them.

In this case, I do not think rt4-fcgi actually need to depend on
request-tracker4.
